|Job Purpose||The Department of Human Settlements is seeking the services of a qualified Candidate Town and Regional Planner to provide technical, town and regional planning, project management and administrative support to Departmental Projects and to perform this role of Candidate Town and Regional Planner, whilst gaining the necessary experience within the Department or outside of it to register as a Professional Town and Regional Planner with the South Africa Council for Planners (SACPLAN). The successful incumbent must have the ability to work under pressure, willingness to work irregular hours and meet tight deadlines. These positions are based in Cape Town.|
|Minimum Requirements||An appropriate B-degree in Urban/Town and Regional Planning or relevant qualification; Registration with SACPLAN as a Candidate Town and Regional Planner in training is compulsory upon appointment; A valid code B driving licence.|
|Recommendation||Ability to work across disciplines in multi-disciplinary teams at different scales (project municipal planning or forward planning)|
|Key Performance Areas||Perform planning functions and activities in accordance with town and regional planning principles in land development: Provide technical assistance to professional teams on all aspects regarding town and regional planning projects; Adhere to legal requirements in town and regional planning; Coordinate the implementation of development in compliance with applicable legislation and town and regional planning standards and guidelines; Provide support in the compilation and adoption of technical and planning standards, norms and guidelines; Implement planning legislation, guidelines, policies and regulations; Support the planning and design of sustainable human settlement; Provide technical assistance in the compilation of spatial development frameworks (SDF) (as part of the IDP processes); Provide assistance with tender (bid) administration; Liaise and interact with service providers; Contribute to the human resources and related activities; Maintain the record management system; Utilise resources allocated effectively; Keep up with new technologies and procedures; Follow approved programme of development for registration purposes.|
|Competencies||Knowledge of the following: Town and regional planning legal and operational compliance; Town and regional planning systems and principles; Communication (written and verbal) skills in at least two of the three official languages of the Western Cape; Proven computer literacy skills in Microsoft Project, MS Office, Intranet, Internet, ArcGIS; Project management skills; Research and development skills; Technical report writing skills; Analytical skills; Planning and organising skills; Proven problem and analysis skills; Ability to work within specific time frames, work effectively both as part of a team and independently; Ability to draft complex technical reports, memorandums and submissions.|
|Remuneration||R 506 682 per annum (OSD as prescribed)

MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
